Special Scheme for Imported Caregivers for Residential Care Homes (“Special Scheme”)
Background and Objectives
To address manpower shortages, increase staffing needs, and help the residential care sector improve service quality, the Government launched the “Special Scheme for Imported Caregivers for Residential Care Homes” (“Special Scheme”) on June 19, 2023. While ensuring priority employment for local workers, the Scheme will moderately allow the importation of caregivers for all residential care homes, homes for persons with disabilities, and nursing homes, relax the ratio of local employees to imported caregivers, and streamline the application and approval procedures.
Application Eligibility
Residential Care Homes (Elderly Persons) licensed under the Residential Care Homes (Elderly Persons) Ordinance (Cap. 459), residential care homes for persons with disabilities licensed or issued with a certificate of exemption under the Residential Care Homes (Persons with Disabilities) Ordinance (Cap. 613), and Scheduled Nursing Homes (Scheduled Nursing Home) exemptions issued under the Private Healthcare Facilities Ordinance (Cap. 633).
Application and Enquiry
Quota applications from eligible residential care homes (Elderly Persons), residential care homes for persons with disabilities, and nursing homes will be accepted quarterly (i.e., March, June, September, and December) during the designated application period. Each application period lasts approximately two weeks.
Construction Industry Imported Labour Scheme
Background and Purpose
To address the labor shortage in the construction industry, the Government, the construction industry, and the labor sector have been implementing a multi-pronged strategy. Key measures include strengthening local labor supply through enhanced training and promoting the application of innovative technologies. The Government’s “Construction Industry Imported Labour Scheme” (“CIS”) is a supplementary measure. While ensuring priority employment for local workers, the Scheme allows eligible employers to apply for imported labor under the Scheme to fill temporary labor shortages and prevent bottlenecks in Hong Kong’s economic and infrastructure development caused by labor shortages.
Key Points of the Scheme
The Scheme has the following features:
- Local Recruitment: Applicants must complete local recruitment before submitting an application to ensure the need for imported labor is established.
- Manpower Ratio: Engineering contracts approved for imported worker quotas must meet a manpower ratio requirement of not less than 1:2, i.e. one imported worker for at least two full-time local workers.
- Collaborative Training: Under the existing collaborative training scheme, applicants must provide additional training places for local personnel, with such places not less than 10% of the approved imported worker quota.
- Multi-stakeholder participation: The Construction Industry Council’s Short-term Labour Supply Task Force (Task Force) and the Construction Industry Imported Labour Scheme Advisory Committee (Advisory Committee), comprising representatives from employers, employees, and training institutions familiar with the construction industry, advise the Development Bureau on eligible trades/positions, median wages, and terms of employment, and provide advice on the overall operation of the scheme. The Development Bureau will also report on the implementation of the scheme to the Labour Advisory Board every six months.
Applications are generally accepted quarterly in January, April, July, and October each year, with each application period lasting one month.
Labor Importation Scheme for the Transport Sector – Aviation Sector (“Scheme”)
Background and Objectives
To alleviate the severe manpower shortage in the aviation industry, the Government launched the Labor Importation Scheme for the Transport Sector – Aviation Sector (“Scheme”) in July 2023. Under the premise of safeguarding local employment, the Scheme allows aviation-related companies with direct contractual relations with the Airport Authority Hong Kong (AAHK) to apply for labor importation on an appropriate basis. Eligibility
Applicants must be registered business entities holding a contract/license/franchise/passenger handling permit from the Airport Authority Hong Kong (“AA”) and operating at Hong Kong International Airport.
Applicants must demonstrate that, prior to importing workers under the Scheme, they had actively recruited local workers at the median wage in the four months prior to their application and were unable to recruit sufficient local workers for the designated occupations.

The Scheme accepts quota applications from eligible applicants every six months during the designated application period, each of which lasts two weeks.
Labor Importation Scheme for the Transport Sector – Public Light Bus/Coach Sector
Background and Objectives
To address the long-standing driver shortage in the public light bus (PLB) sector (including green minibuses (GMBs) and red minibuses) and the coach (including local buses and cross-boundary coaches), the Government announced the “Labor Importation Scheme for the Transport Sector – Public Light Bus/Coach Sector” (the “Scheme”) on June 13, 2023. While ensuring priority employment for local workers, the Scheme will allow these sectors to import a moderate amount of drivers to provide a stable workforce and maintain the reliability of public transport services.
Eligibility
Applicants must hold a valid passenger service licence issued by the Commissioner for Transport for operating a public light bus or public bus service.
Optimizing the Supplementary Labour Scheme
The Government has optimized the existing Supplementary Labour Scheme by relaxing the importation requirements for 26 job categories and unskilled or low-skilled positions. The relevant positions are as follows:
